SPOKANE, Washington - The Spokane Empire has signed veteran IFL wide receiver Carl Sims to their 2016 roster. Sims (WR, 6-0, 190, Western Illinois) joins the Empire for his eighth season as a member of the IFL. He is one of the few players in league history that has competed in every IFL season.
